Mr. Pemba Wangchuk,
Chairperson
Mr. Pemba Wanghuk graduated from Sherubtse College (1985-1990) and earned a Master’s in Health Management, Planning & Policy from Leeds University, UK (1997-1998). They served as a Militia Officer in the Royal Bhutan Army (1991-1995) and worked in the Health Services Division of the Ministry of Health & Education (1995-2006). Subsequently, they held administrative roles as Dzongda of Haa Dzongkhag (2006-2009), Tsirang (2009-2012), and Chukha (2012-2017). They then served as Director General of the Road Safety & Transport Authority (RSTA) from 2017 to 2020 and as Director General of the Department of Traditional Medicine from 2020 to 2022. Currently, they are the Acting Secretary (since November 2022) and were appointed Secretary of the Ministry of Health in February 2024.
Mr. Karma Jamtsho studied at Punakha High School (1994) and earned a Bachelor’s Degree in Science from Sherubtse College (1999), a Post Graduate diploma in Public Administration from the Royal Institute of Management (2000), Indian Administrative Service Training in Mussorie, India (2003), and a Master’s in Public Policy from Australian National University (2006). He currently serves as the Director in the Department of Public Health, Ministry of Health. Previously, he worked in the Cabinet Secretariat, focusing on National Policy Coordination and Cabinet Affairs, and served as a Secretariat to four Coordinating Secretaries. His prior experience includes roles in the Perspective Planning Division of the erstwhile GNHC, where he coordinated five-year planning, macro-economic analysis, and sustainable development initiatives, as well as managing local government planning in the Local Development Division. He contributed to the 12th and 13th Five-Year Plans and was involved in developing Bhutan’s 21st Century Economic Roadmap while managing various national programs in GNHC.
Ms. Pema Lhazin
Director
Ms. Pema Lhazin graduated with Bachelors in Business Administration from Royal Thimphu College in 2014 and completed Masters in Business Administration in 2022 from University of Canberra. Ms. Pema joined Druk Green Power Corporation (DGPC) in 2015 as HR Manager and served for 7 years. In 2023 March, Ms. Pema joined Druk Holding & Investments as Senior Manager in the Corporate Service Division.
Mr. Throwa Tenzin,

Mr. Throwa Tenzin has been the Chief Executive Officer of Koufuku International Limited since September 2023. He has an MA in Economics from the University of Pune, India. He served in the Government for about 20 years. He last served as Chief Industries Officer, Foreign Direct Investment Division, Department of Industry, Ministry of Economic Affairs.
